Welcome to Palama, the Public Administration Leadership and Management Academy

Palama is a SeSotho word, which means “Arise!” or “Get on Board” – it is a call to all Public Servants to use the Academy to gain better skills in the interest of better service delivery to all South Africans

Palama Works for You

  • if you are a Public Servant who wants to advance your career and looking for training and development opportunities that will help you to be the best you can be
  • if you are responsible for recruitment and deployments in the Public Service as an HR Manager and you are looking for the best, most relevant training and development for your people
  • if you manage people and would like advice or support on the best training and development approaches in the Public Service
  • if you are a training or academic institution able to contribute to Palama’s quality training and skills provision for the Public Service at national, provincial, or local government level
  • if you are a Minister, an MEC or a Head of Department or Province who requires the best training and development opportunities in the Public Service for promotion of more effective service delivery
  • if you are a member of the public, because Palama is helping to build a professional Public Service that is accountable and responsive to service delivery

Some quick facts about Palama:

  • Palama is responsible to the Minister for Public Service and Administration, Richard Baloyi and Deputy Minister Roy Padayachie
  • Palama’s Director-General is Dr Mark Orkin
  • Palama’s new two-stream strategy provides the best training and skills development available for:
    • South Africa’s Public Service Senior Management Service (SMS) – in other words all 10 000 Directors, Chief Directors, Deputy Directors-General and Directors-General 
    • South Africa’s Public Service junior and middle managers – in other words the 250 000 Public Servants between the ranks of Assistant and Deputy Director (i.e. salary levels 9-12)
  • Based on perception surveys, more than 80% of participants on Palama’s training to date have indicated that it is of a high quality and standard.

Executive Development Programme for SMS (EDP)
The full scale rollout of the Executive Development Programme has begun with the first modules being presented in May 2009.
Masters Degree in Public Management
Student recruitment for Masters Degree in Public Management. The MPM is a one year full time programme developed to enhance the skills of senior managers working in the public and private sectors in the area of good governance.
Gender Mainstreaming, Perspective Changing Training
Gender Mainstreaming is Everyone’s Responsibility: This is a motto adopted by the Public Administration Leadership and Management Academy (Palama) in its introduction of the Gender Mainstreaming Course to the Public Service
